A Gas-Producing Country... and Its Citizens Queue for Gas!

We are in a country with vast gas wealth, where wells flare gas into the air due to surplus production or limited collection and investment capabilities. A country that once exported gas at low prices is now unable to provide domestic gas cylinders and vehicle gas to its citizens.
The question remains: who is responsible for this paradox? And has the state failed to manage a fair distribution that ensures meeting local market needs before anything else?
It is enough that gas prices are already high compared to what they should be in a producing country, and added to that is the scarcity of supply, turning the citizen's suffering into a never-ending daily crisis.
And the most important question: why are public services not neutralized from political, tribal, and factional conflicts? Fight as you wish, compete for power as you want, but let service institutions operate away from your disputes. A citizen's right to electricity, gas, water, and a salary is not a bargaining chip or a means of pressure.
Today there is no stable electricity, no available gas, no regular salaries, and prices are consuming what little income people have left. It has even reached the point where transportation is disrupted due to the lack of vehicle gas, while the citizen pays the price every time.
What has the citizen gained from the existence of these successive authorities, other than unfulfilled promises, demands that fall on deaf ears, and the draining of time and effort in conflicts that only result in further deterioration of people's lives?
The responsibility of any authority begins with securing the most basic necessities of life, and the first measure of its success is its ability to serve the citizen, not the abundance of slogans or the scale of conflicts.
