On Monday, the Chairman of the Presidential Leadership Council, Rashad Mohammed Al-Alimi, directed the acceleration of executive procedures for the "Safe Return" and "General Mobilization" decisions, after the completion of their constitutional and legal processes, while also praising the performance of the armed forces on various fronts.

This came during a meeting held by Al-Alimi, accompanied by Presidential Leadership Council member and Marib Governor Sultan Al-Arada, with several provincial governors, in the presence of Prime Minister Shayea Al-Zindani and relevant ministers, military, and security leaders, to discuss the latest field developments and the executive procedures for the two decisions.

Al-Alimi praised the efficiency of the armed forces and their ability to regain the initiative and inflict losses on the Houthis and their military equipment, noting the execution of 756 precise and high-quality targeting operations within 72 hours on the fronts of Kitaf, Al-Buqa, Alab, Al-Jawf, Marib, Al-Bayda, Lahj, and Taiz.

He stated that the operations resulted, according to his report, in neutralizing 2,316 Houthi elements, including killed and wounded, in addition to destroying and disabling vehicles, reinforcements, missile launch platforms, and weapons depots.

Al-Alimi specifically commended the air force, drone units, artillery, rocket launchers, and snipers, along with various ground units operating in an integrated manner in the theaters of operation. He emphasized that what has been achieved in recent days is "only the beginning," and that the armed forces still possess capabilities and options whose effects will be seen on the battlefield.

Al-Alimi held the Houthis responsible for the escalation and for pushing more Yemeni people to the front lines, renewing his call to the residents of provinces forcibly controlled by the group not to allow their sons to be thrown into combat.

He said that the state only asks them to align with the values of the republic and its institutions, and to refuse to let their children and resources become fuel to prolong the war and suffering.

Safe Return

Al-Alimi explained that the Safe Return decision includes anyone who takes the initiative to leave the Houthis and their Imamate project, and ceases fighting or working for them, in accordance with the announced constitutional and legal guarantees and procedures.

He noted that these procedures include regularizing the status of armed forces and security personnel and preserving their legal rights.

He stressed that the current phase places exceptional responsibilities on governors towards the people of their provinces who are forcibly under Houthi control, emphasizing that the state views citizens in those provinces as its people, partners, and rightful claimants to the restoration of state institutions, security, and stability.

General Mobilization

Regarding general mobilization, Al-Alimi confirmed the completion of its related constitutional process, stressing that it is not merely a recruitment of fighters, but a "comprehensive national mobilization of human, material, and moral resources, and enhancing the ability of state institutions, armed forces, and security to perform their duties."

He praised the swift response of the House of Representatives to the request to declare general mobilization, appreciating the legislative institution's assumption of its national and constitutional responsibility, and what the response reflected in terms of awareness of the challenges and a commitment to unifying state institutions and their energies to confront threats and protect the republican system and its national gains.

The meeting listened to briefings from the Prime Minister, relevant ministers, governors, and military and security leaders on the latest field developments, needs, and tasks required for the upcoming phase, as well as the measures taken to implement the directives of the Presidential Leadership Council and strengthen the presence of state institutions at all levels.

The meeting renewed its congratulations to the Yemeni people on the 64th anniversary of the September 26th Revolution, praying for mercy for the martyrs of the armed forces, security, popular resistance, and civilians, and wishing a speedy recovery for the wounded and injured.

Al-Alimi also praised the role played by the media, cultural and intellectual platforms, writers, intellectuals, and activists in combating Houthi disinformation and supporting the efforts of Yemenis to restore state institutions and end their suffering.

He affirmed that the sacrifices of the armed forces, military formations, and popular resistance will not be in vain, stressing the importance of caring for the families of martyrs and the wounded, the cohesion of state institutions, and the rallying of citizens around its national project, as these are fundamental pillars for ending the Houthi threat supported by the Iranian regime.
